Casus Belli
Casus belli, which translates to “reasons for war,” is a system that measures the justification for declaring war on other commanders. If you declare war without a valid casus belli, you’ll see a decline in popular support. However, having a legitimate casus belli can enhance that support, depending on the strength of the reason.
Commanders earn casus belli when they are provoked by others, especially through covert operations like “Fabricate Casus Belli.” Alternatively, having a poor reputation or strained relations with another race can automatically grant casus belli. While some casus belli can be resolved through negotiation, others, especially those stemming from poor reputations or race relations, are only addressable through warfare.
Popular Support
Popular support gauges the level of backing a commander receives from their populace during wartime. Commanders with strong popular support enjoy benefits like reduced unit upkeep, boosted troop morale, and increased happiness in their colonies. Conversely, low popular support can lead to increased expenses and decreased morale.
Entering war without a casus belli results in a significant drop in popular support for the duration of the conflict. On the other hand, waging war with a casus belli temporarily boosts popular support. At the conclusion of the war, any changes in popular support during the conflict are reset.
Grudges
Each casus belli held against a commander lowers their opinion by 50 points. If a casus belli is resolved through negotiation, the negative opinion (or “grudge”) associated with it decreases by 20 points per turn.
