This is Noctis’ skill, and it is raised a percentage each time you catch a fish. If you manage to clear out a fishing area by catching each fish that is available, you’ll get about a quarter of a level in experience toward the next fishing rank. There are a total of 10 ranks. The best rod that can be bought is at a shop near a fishing point in Vesperpool; the best rod in the game is obtained by completing fishing quests. The best reel is won by betting in the arena at Altissia. Once you reach level 10, rest at camp and the achievement will unlock. It should take 3-4 hours to farm this, but wait on grinding as there are side quests related to fishing.
