The FPS in Fractured Lands is locked to 62 by default via UE4’s Frame Rate Smoothing. You can disable that by adding the following two commands to Engine.ini. You’ll find it in;

 

\Users\YOURUSERNAME\AppData\Local\FracturedLands\Saved\Config\WindowsClient\.
