Imperator: Rome - Why Can't I Build Border Forts?

Follow these simple steps:

 

  • Unlock the ability in your military traditions.

 

  • Ensure you have an army stationed in an uncolonized city.

 

  • The location must be adjacent to a city you own.

 

  • The location must be in a province with no other cities owned by you.

 

  • If all of the above conditions are met, you can click a button in your army menu to build the border fort.

 

In essence, you can build one “free” colony per province.
