Upgrade the Flame Thrower, and shoot the full distance every turn. You can also upgrade the Vulcan Artillery to ad a fire behind it whenever it fires, targets an empty squad if you need to. Enemy attacks can light Forests on fire, so you can use this to your advantage as well.
