Extra energy is borderline essential to get this achievement. It’s also easier as The Silent because Shivs contribute to the 25 threshold. Either wait a few turns with the Ice Cream relic, or pull off Burst+Adrenaline Rush+ should provide enough energy for all the drawing and Shiv generation necessary for the 25 cards.
