For anybody else looking to do this, just follow these instructions:

Find your saved game file folder (\SteamApps\Common\SPG2\saves)

Edit the game save file via Notepad or Notepad++

Find the character information (you can do a search for the first name or similar)

You then can change starting money/credits.

Change Reputation

Change Skill Points

Change Perks

Save the file and start the game – done.

PS: You might want to save the original file with another name just in case it goes haywire and you need to restore the old file again.
