Victoria 3: Promotions
When generals and admirals first join the ranks, they can only handle so much command. You can boost this capacity by promoting them. They’ve got five promotion levels, and each bump up means they can command more troops. But watch out, because every promotion also cranks up the bureaucratic costs. Even though it’s more paperwork to deal with, it’s usually a smarter move, bureaucratically speaking, to promote an existing general or admiral than to bring in a fresh face.
Now, if you’ve got a general or admiral with some killer traits, it might seem like a no-brainer to promote them and let them lead a massive battalion. But remember, they can only be in one spot at a time. Sometimes, strategically, you might be better off with a couple of lower-ranked leaders at your HQ instead of one big shot.
