Victoria 3: The Ultimate Guide to Income and Expenditure

There’s a whole bunch of ways money comes in and goes out in this game. Taxes and salaries are two big ones, and you, the player, get to decide how high or low to set them. For example, you might decide to crank up the taxes to bring in more cash, but beware -> this could cost you some legitimacy and might just rile up the population.

Income Sources

Minting: All countries can make a bit of cash by printing or minting new currency based on their GDP. It’s a handy source of income for everyone, especially if you’ve got gold in your backyard. But don’t rely on it too heavily; it won’t fund a big government.

Income Taxes: Here, a percentage of what folks earn working in buildings goes straight to the government.

Poll Taxes: This is a flat tax on every working person. It’s simple but can be pretty harsh on low-income folks since everyone pays the same, no matter how much they make.

Land Taxes: A specific kind of poll tax, but just for certain groups like peasants…

Consumption Taxes: You tax specific goods that people buy. Keep in mind, this one costs you some authority.

Dividend Taxes: Taxed on dividends paid to folks who own a piece of a building. It’s a progressive tax; usually, only the wealthier pops own buildings.

Tariffs: Taxes on the profits from exporting goods out of your market.

Expenses

Government Wages: What you pay pops working in government buildings, like administrations and ports.

Government Goods: The stuff your government buildings need to function, like paper for administrations.

Military Wages: Paychecks for your army and navy folks.

Military Goods: The gear your military needs, like small arms for the barracks.

Subsidies: Cash thrown at specific buildings to keep them competitive.

Interest: If you’ve taken out loans, this is your regular payment on them.

Construction: The cost of building new places, covering both the materials needed and wages for the construction workers.
