Key to the City is used to open the side entrance of Stratholme, allowing you to start the instance at the Undead side.

 

This key is dropped from Magistrate Barthilas. If arriving from the Living side, you will need to make your way to the service entrance, and Barthilas will await you there. If arriving from the Undead side, with the key, Barthilas will flee to the deep confines of the Undead side.

 

Note: Rogues can pick the Service side entrance at Lockpicking 275.
